Progressive Discipline Framework

Our Belief:

At Ursa Minor Elementary, discipline is an opportunity to teach, restore, and grow. We recognize that children are learning social, emotional, and behavioral skills just as they learn reading and math. Our goal is to respond with consistency, compassion, and high expectations while helping students develop the skills they need to be successful learners, friends, and community members.

We Believe In:

• Teaching expectations first.

• Assuming positive intent while maintaining high expectations.

• Responding consistently and fairly.

• Matching consequences to the behavior.

• Focusing on repairing harm and rebuilding relationships.

• Celebrating positive choices more often than correcting mistakes.

Tier 1: Teach & Redirect

Teacher Managed

Most behaviors are addressed in the classroom.

Strategies include:

• Re-teach the BEARS expectation

• Nonverbal cue or proximity

• Private reminder

• Redirect to the expected behavior

• Choice or warning

• Positive reinforcement

• Classroom reset or calming strategy

• Student reflection

• Brief restorative conversation

• Parent communication (as needed)

Examples

• Off-task behavior

• Calling out

• Minor disruption

• Inappropriate language (minor)

• Not following directions

• Horseplay

• Minor technology misuse

Tier 2: Problem-Solve & Support

Teacher + Administration

When behaviors continue after classroom interventions:

Strategies include:

• Behavior reflection form

• Restorative conference

• Parent conference

• Behavior goal sheet

• Check-In/Check-Out

• Counselor or behavior support

• Loss of privilege

• Buddy classroom

• Lunch reflection or restorative activity

Tier 3: Administrative Response

For repeated behaviors or serious incidents.

Possible responses:

• Parent meeting

• Office referral

• Behavior plan

• Restorative conference

• In-school intervention

• Safety plan

• Suspension (when required or approriate by district policy)

Examples:

• Fighting

• Bullying

• Threats

• Defiance

• Vandalism

• Theft

• Harassment

• Unsafe behavior

• Possession of prohibited items
